The following is from the IRS site regarding the Alternative Fuel Vehicle Refueling Property Credit (AFVRPC): “The credit was extended; in fact, you might be able to take the credit if you placed qualified alternative fuel vehicle refueling property into service during 2016.  Qualified alt fuel vehicle refueling property is any property (other than a structural) used to store or distribute alternative fuel into the tank of a vehicle propelled by the fuel, but only if the storage or dispensing is at the point where the fuel is delivered into that tank. An alternative fuel is a fuel made up of over 80% hydrogen.

For business uses, the credit is generally the lower of 30% of the property’s cost or $30,000. For other property, it is generally the littlest of 30% of the property’s cost or $1,000. To take advantage of the credit, you must sign Form 8911 and attach it to your tax filing. Include the credit from Form 1040, line 54. Natural Gas Vehicles for America tells us the following: “The Energy Policy Act (EPAct) of 2005 offers income tax credits of to 30% of the cost of installation of new natural gas refueling equipment. Credits are worth up to a max of 30K in the case of business property and 1K for home based appliances. The incentives are intended to broaden availability for natural gas refueling sites and heighten the use of natural gas as vehicle fuel, and limit demand for petroleum-based motor fuels. To qualify, the fueling apparatus must be new, and the original use must begin with the individual claiming such credit. The tax credit is a replacement for a tax deduction that was under the Energy Policy Act of 1992. To qualify for the credit, the fueling equipment also must be used to refuel motor vehicles, as defined which have been manufactured primarily for “use on city streets, roads, & highways.” When such equipment is leased, the lessor (i.e., leasing co.), not the lessee, gets the incentive. If the infrastructure is acquired by an entity that is tax-exempt, the entity that sold the fueling equipment may take the credit, but must provide the customer with a written notice of the credit value. The seller might—but isn’t required to—forward any related savings associated with the tax credit.

For depreciable property (i.e., business property) the credit value is $30K or 30% of cost (lesser of either). This is for equipment put in service after Dec 31, 2005 and prior to Jan 1, 2009. The income tax credits are subjected to alternative min tax guidelines those taking credits for must limit their basis in the costs listed relative to the equipment. Also, individuals carry over credits; therefore, if AMT excludes a person from getting the complete benefit of a tax credit in a given year, and cannot forward portions. Lincoln has sales up 7% on the back of the all new MKX SUV. Ford brand sales, unfortunately, fell 9%, as their fleet sales dropped 10%. Deliveries of both F-Series pickup trucks and the Explorer SUV were down. Nevertheless, retail sales for these trucks sustained for the most part.

Chrysler was the only one of the U.S. automakers to post much activity, up 3% year over year; despite the company’s bad analyst estimates of a 5% gain. Chrysler brand sales sunk 22% while Fiat sales were down 21%. Ram, Jeep and Dodge sales were strong again. Retail sales amounted to 150,153 units in the month whereas fleet sales were 46,603 units.

Nissan (NSANY) was another manufacturer that struggled to reach any gains in August as sales dropped 6.5%. Deliveries for both Nissan and Infiniti line brands were shaky. However, crossovers, SUVs and pickups showed record sales for August, up 19% compared with a year ago. Honda (HMC) sales dipped 3.8%, taking analysts by surprise; who thought a drop of 1%. Honda’s brands sustained a drop of 10%, and Acura sales are down 7%. August sales repeat the shifting momentum from sedans and hatchbacks to SUVs & trucks. Declining sales may trigger automakers to cut production or offer greater incentives to jump-start volumes, but this will limit their top and bottom lines. So after–it happened again with approximately 150 tires dumped near the site. It seems that somebody drove into the restaurant parking lot & rolled the tires down the hill toward the lake. The restaurant officials will be paying for the cleanup; they say they will haul them to a recycling facility. 

Many of the tires have washed ashore onto properties. Neighbors think that a person responsible for this dumping collected money to recycle tires, and then dropped them into the Lake Michigan instead. The restaurant didn’t have security cameras then — but there are now. This network was uncovered in 2012 and has led to the convictions of 36 people. A local doctor, Tatyana Gabinskaya, was alleged to receive kickbacks for her to perform non-medically necessary to defraud insurers. In 2013, Zemlyansky’s had a mistrial in this case. Zemlyansky’s lawyer told the judge that prosecutors were out for revenge. Zemlyansky, known by a nickname of Russian Mike at high-stakes poker games he held, is believed to have run an insurance scam in NY State. The state law requires that all vehicles to have ‘no-fault auto coverage’, which provides up to $50K to those injured in a crash, regardless of fault. They recruiting people involved in car accidents & funneled them through medical facilities owned by Zemlyansky & Danilovich, where they were given unnecessarily treated. Zemlyansky’s investment fraud schemes involved workers who were cold-calling victims and asking them to invest in lawsuits in exchange for pending settlements. Judge Oetken called his actions deliberate and premeditated as he carried out frauds. Councilman Michael Polensek says that he met with a group of longtime waste collection workers who say they lack enough people and equipment; as a result, trash hasn’t been collected in some areas for (3) weeks. Denis Kutsayev & Tamara Kutsayeva also face charges for engaging in a scheme to defraud with a financial loss of over than $50,000. Former chairman, Forrest McConnell, cited a survey finding that 14% of buyers cited fuel efficiency as a key factor in buying a car. Mary Nichols, chairwoman of the Air Resources Board, said she believes that consumers want these cars but have been dissuaded by unenthusiastic dealers and bad sales experiences.

California has 150,000 electric cars, but must grow tenfold in the next decade to meet its environmental goals. Industry insiders say that dealers may also be worrying about their bottom lines, as EVs don’t offer dealers the same profits as gas-powered cars. It sounds like the dealers, particularly their salespeople, understand that the electric vehicles sell at smaller margins and produce lower commissions. In reality, most new cars earn salespeople a lower commission percentage when compared to the used vehicles. Since there are less used EVs in the market, the majority in stock will be new models. Another consideration could be laziness among salespeople on educating themselves on the details of EVs. The blame there should fall on sales management for not insisting that staff have a solid grasp of the specifics of the EVs that they have in stock. This article suggested that a root cause for lack of enthusiasm in the sales of EVs may be that the dealer service departments do not benefit from such. It seems hard for me to believe that a salesperson is going to care either way on what impacts that service department in the future. Manufacturers of EVs probably assume that dealers do not need large profit margins or sales commissions on these vehicles since buyers will be drawn to the dealerships with inventory specifically for the purpose of purchasing these (specialty) vehicles.

SS offers yards features compared to the usual full-service yard, where workers remove items for customers. For Chris Mantas, of Tear A Part, in Salt Lake City, the big draw was SS’s ability to increase the number of customers visiting a yard.

Full-service yards typically buy fewer vehicles & keep them longer than SS facilities. A full-service operator will attempt to sell all or most of the valuable items on a vehicle before taking the step of shredding it. SS yards, buy more cars, sell fewer items off each and are quicker to move vehicles to shredding. A typical SS yard might do 800 vehicles per month. One such advantage is apparent at the auctions where operators purchase cars for inventory. While a full-service operator, who intends to keep a car until a large percentage of its components have been sold, might buy only one particular year and model of a vehicle, a SS operator might buy dozens of the same type of car, often paying less per vehicle. The SS operator will keep the vehicles for a few weeks or months, selling a portion of the valuable items. Because the SS operator is buying the vehicle at a price justified by the commodity market, he can afford to undercut the full-service yard on in-demand, high-cost items like engines. Studies show most items from a salvage vehicle sell in its first few weeks on the lot—then it drops off 75%.

Dealing with customers is also very different, and has important implications for yard layout, staffing and customer policies. Yards have to be laid out with plenty of space for customers to pass through, and the vehicles have to be accessible to allow customers to remove items themselves. Safety is a critical component of a SS facility. Customers are usually barred from bringing certain sorts of tools, usually jacks & air-powered tools in. Yards also have to obtain adequate liability insurance, which can be costly. Overall, costs can be lower, as SS yards require fewer & less-experienced employees. Along with added revenues from sending more cars to the shredder, this can make SS yards more financially appealing than their full-service cousins. According to a February 13, 2015 post on WDAM 7, a Mississippi based news source, many insurers are believed to be promoting the use of substandard components to auto body shops. The story is titled ‘auto shops allege car insurance companies push for unsafe repairs’ and here are some of the highlights: “Auto body shops across the U.S claimed insurance companies have deliberately skimped when  repairing damaged vehicles so the companies can pad their profits. The lawsuits allege a scheme that can lead to rushed & minimal repairs, as well as repairs that include using recycled, re-manufactured, or junk items. CNN investigative correspondent Drew Griffin reported some attorneys general believe the alleged scheme may have another effect: people could be driving a dangerous car.

Bill Byrne, a national auto repair expert, testifies in court about bad repairs. He said it’s the result of a system designed to save money for insurance companies. Byrnes is part of a lawsuit involving more than 500 auto body shops in 36 states, all suing insurance companies. The shops believe the insurance industry is involved in a deliberate system to send cars to shops that are pre-selected by insurers to do the bare minimum to fix it – even telling body shops to use used or recycled components, because they’re cheaper. State Farm told CNN to bring specific questions to Neil Alldredge with the National Association of Mutual Insurance Companies.” Alldredge stated that “”Most companies offer a choice to consumers. Any sorts of after-market part are usually cosmetic items; so they’re nothing related to the safety or the mechanical components of the operation of the vehicle. This posting was originally to discuss the pitfalls of obtaining an auto title loan. After beginning I realized that the article should reflect rather on the reason you are considering a “cash for car title” loan in the first place. We at Cash 4 Cars Cleveland do not endorse the practice of obtaining auto title loans for a variety of reasons. First, if you are dependent on your vehicle to earn income, putting yourself at risk for having the car repossessed is a bad idea. Next, the rates of interest on these loans are too high. Being in a position where you’re considering a cash loan against your car is an indication that you need to make a change. It is actually an opportunity to make a change for the better. Obviously, if you are at the point where this kind of loan is your only option then you have no access to more traditional or affordable means of obtaining credit. Seizing the opportunity to make a change in how your finances are handled is the key.

Please note that if you live in a high-cost of living area like New York City, this is not applicable, but otherwise continue on. In this example you earn $30,000/ year. If your gross wages are 30K, then after 21% in taxes you net 23,700/year or $1,975/month. The first concern here is that if earning less than 30K, this needs to change ASAP. Find a higher-paying primary job (that you can tolerate) or a 2nd job ASAP. 30K is a baseline for a semi-comfortable existence and if below that, you leave yourself with resources designed for failure. (Obviously if you receive money for child-support or are content living for free with parents etc… then this may not be applicable)  So at $1,975 of take-home pay the breakdown should be:

  • Your housing expense should ideally be 20-25% of income. At this modest income level, it is difficult to do this if, so we extend it to $600 a month when living alone its 30% of your take home pay. It is recommended here to get a roommate. You can get a decent 2-bdrm apartment in Cleveland for $730. With $150/month in utilities plus $100 for TV and internet the total cost is $980; thus divided by you and the roommate it’s $490/month each. This means you’re allocating 25% of your income toward housing.
  • Transportation should not exceed 22% of your take home pay, which is $513 per month. This expense includes $125 in fuel ($31 weekly), $70/month for insurance and $60 in maintenance, which leaves you at a mere $258/month for a car payment. (barely enough) In this 30K example, we recommend moving transportation expense to 26%, which when coupled with the 25% for housing brings the cost for both to transportation and housing to 51% of your income. Further in the article you will see the ideal situation as it relates to transportation expense.

So we have allocated 51% of your $1,975 take home pay, which leaves (1,975-1,003) $972 in monthly income available. Next we account for $90/month for cell phone, $300/month for food and $40/month for basic household items such as toilet paper, deodorant, shaving etc…

So far the summary is as follows:
Housing/Utilities: $490; Transportation/Fuel/Auto Insurance/Maintenance: $513;
Cell: $90; Food: $300; Toiletries: $40; Miscellaneous: $300
TOTAL: $1,733
Savings: $242

So the bottom line here is that if proactively combining modest income & proper planning, this scenario results in savings of $242/month. Keep in mind that as income grows, the easier the model becomes to adhere to. The best part is that the need for desperate measures, such as auto title loans, ceases to exist!

An interesting story here where a member of the armed forces was deployed overseas, leaving her vehicle parked in the lot at her condominium. “A tow company’s junk was a deployed soldier’s treasure — and now she’s suing. U.S. Army Reserve Lt. Col. Alexzandria Kelly returned in August to her Florida home after a tour in Somalia to discover her prized 1972 Gremlin had been hauled away and sold for scrap. Kelly’s late father left her the classic hatchback in his will, and she’d kept the car running & had registered it with the state and her homeowners association in Margate, about 10 miles NW of Fort Lauderdale. She figured it would be safe in a guest spot at the complex while she was serving her country overseas, but association hardliners spotted a slowly deflating tire and called West Way Towing to whisk it away. By the time Kelly returned, the tow shop had auctioned her irreplaceable ride for $525. The chagrined owner of West Way (Craig Goldstein) claimed they would never have done it had they known the Gremlin belonged to a service member. He reportedly offered to refund the $525 to Kelly.

It’s too late now, according to Kelly. She’s filed a federal lawsuit alleging West Way violated a federal law that would have required the company to get a court order to seize and sell the car of a deployed soldier. Only 60% to 65% of a roll is actually used in the stamping process because many body panels have big holes, such as windows. Because aluminum can be recycled almost endlessly without degradation, recycling has long played a major role in the production of everything from beer cans to jumbo jets.  Since it first made its debut in 1948, the F-150—like most other mass-market vehicles—has been built from steel sheets. Ford’s decision to move to aluminum adds $1,000 to the cost of each truck it makes, according to Dick Schultz, a metals expert. Scrap steel is far less valuable, and less than $100 worth of steel could be salvaged on the outgoing F-150 model. The average term of a loan has crept up to 5.5 years, while interest rates, averaging about 4.5%, remain extremely low. A combination of relatively easy credit, lengthier loan terms and very low rates has helped new-car buyers borrow an average of $28,000 while keeping the monthly payment at about $470. That’s just about the best deal car buyers have had in decades. With many people locked out of mortgages and resigned to renting, a shiny new SUV may be the new starter home. Despite all the new vehicles purchased, the average car on the road is more than 11 years old, according to IHS Automotive. Cars last much longer than they used to, but still need to be replaced. The section, which runs on Sundays, will cease publication as of the first of the year. Ms. Harris’ article reveals that “Auto title lenders advertise heavily to convince Ohioans to borrow against their paid-off cars with the annualized interest rate on the loans being 300 percent or more.” Harris states that “Matt Lundy, a state representative, is trying to drum up support from Republicans and Democrats to stop auto-title lenders”.

The report did not indicate how the lender goes about claiming possession of the vehicle in the event of a default on the loan, but likely these cash for car lenders verify home addresses, work addresses and several references to aid in their efforts to track down the cars, trucks and vans. It seems to me that if you require a vehicle for transportation to your place of employment, that putting your car at risk could potentially impact your ability to earn a living if the car is confiscated by the lender.

The Aurora Advocate is reporting on July 28, 2014 that “A 47-year-old NE Ohio man has been sentenced to 18 months in prison he stole vases and urns from gravesites. Gregory Wade of suburban Akron pleaded guilty to receiving stolen property. Summit County Common Pleas Judge Alison McCarty also sentenced him July 25 to pay restitution. Wade was accused of stealing dozens of bronze items from Hillside Cemetery gravesites and selling them for scrap metal.  One man told the judge a vase was stolen from the grave of his infant son who died in 1970. He was among several family members the judge heard from. She commented that the law sometimes doesn’t adequate address “the emotional effects” of a crime. The database will initially be offered for sale to several popular automobile sites. If one of these sites wishes to purchase the database outright, then they will have exclusive ownership of it. At the other end of the recycling scrap spectrum in Cuyahoga County, the city of Cleveland’s rate was only 12% overall.
